The Senate is considering legislative measures to strengthen the administration, funding and coordination of public senior secondary education in Nigeria through proposed amendments to the National Senior Secondary Education Commission Act, 2023.
The proposal is contained in the National Senior Secondary Education Commission (Amendment) Bill, 2026, sponsored by Senate Leader Michael Opeyemi Bamidele, who represents Ekiti Central Senatorial District.
Leading debate on the bill, Bamidele told the Senate that senior secondary education plays a strategic role in preparing young Nigerians for tertiary education, technical and vocational training, skills acquisition and productive engagement in the economy.
He noted that the sector continues to face challenges, including inadequate physical infrastructure, shortages of instructional materials, poorly equipped laboratories and uneven standards of educational facilities across states and institutions.
The Senate Leader said the existing legal framework established by the 2023 Act required further strengthening to improve implementation and promote more effective collaboration among the Federal Government, state governments and relevant education authorities.
Under the proposed amendments, State and FCT Education Boards would bring the administration of intervention programmes closer to beneficiary institutions and communities, while Federal Unity Colleges and Armed Forces Senior Secondary Schools would receive attention within the proposed statutory framework.
Bamidele maintained that the effectiveness of the proposed reforms would depend on transparent allocation criteria, clearly defined operational guidelines, effective monitoring mechanisms and financial accountability in the utilisation of public funds.
He further emphasised that the Commission must ensure fairness in the distribution of interventions and focus on measurable outcomes capable of improving school infrastructure, teaching resources and the overall learning environment.
The Senate Leader urged his colleagues to support the bill and allow it to proceed to the next legislative stage for further consideration, stating that sustained investment in senior secondary education was essential to human capital development, technological advancement and national economic growth.
