The Presidential Amnesty Programme has handed out “an additional 900 laptops to beneficiaries of its scholarship scheme at Nigerian universities”, marking the third batch of distributions within the country.

The latest recipients include students from partnering institutions, Nigeria Maritime University and Admiralty University of Nigeria, as well as non-partnering schools, Dennis Osadebey University, Southern Delta University, and the University of Delta.

The laptops were presented on Friday following the directive of PAP Administrator Dennis Otuaro.

Media reports that the programme had previously distributed 663 laptops in May 2025 and 1,857 units in November 2025.

These were contained in a statement signed by the PAP Administrator’s media aide, Igoniko Oduma, on Sunday.

Represented by his Special Assistant on Special Projects, Sokoto Victor, Otuaro stressed that the initiative reflects a strong commitment to human capital development in the Niger Delta.

He highlighted the importance of education as a driver of personal growth, innovation, and sustainable development across the region and the country.

“This laptop distribution underscores our strong commitment to the overall academic success of our students. This laptop is an essential tool meant to enhance your learning, research, and innovation.

“We encourage you to utilise them responsibly so that you can achieve outstanding results and justify your enlistment for the scholarship scheme,” he said.

Otuaro also expressed appreciation to President Bola Tinubu for supporting the programme, and to the National Security Adviser, Nuhu Ribadu, for his supervision of the initiative.

According to the statement, many students receiving the laptops described the distribution as timely, noting it would significantly aid their studies.

According to PAP, Otuaro has deployed over 9,000 students to universities within and outside Nigeria for various industry-relevant courses since assuming office in March 2024.

PAP was established in 2009 to address militancy in the Niger Delta by disarming and rehabilitating former agitators.

Over the years, it has evolved to focus on skills training, education, and empowerment projects aimed at fostering peace and development in the oil-rich region.
